What exactly is being proposed?

In March–April 2025, Montenegro and the UAE signed an intergovernmental agreement on cooperation in tourism and real estate. This agreement provides for the implementation of two large-scale tourism projects:
• In southern Montenegro, the development of a tourism cluster on the Velika Plaza (Ulcinj) beach is planned, including the construction of:
• modern infrastructure (hospital, airport),
• a university,
• a marina and a residential complex.
• In northern Montenegro, the creation of a ski resort is planned, thereby developing winter tourism.

The contract includes the creation of a Joint Commission to oversee implementation and is for 5 years with the possibility of automatic renewal.

Financial Scope
• The investment is estimated at approximately 30 billion euros (or dollars), and the UAE is effectively acting as the guarantor of this project.
