Financing from the EBRD and the EU for the Bar–Bolyare highway
Montenegro received a loan from the EBRD in the amount of up to 200 million euros plus a grant from the EU in the amount of 150 million euros for the construction of the section of the Mateševo — Andrijevica highway (approximately 22 km). This is part of a strategic plan that will connect the port of Bar with the Serbian border, improving transport infrastructure and communication between the northern and central/southern regions of the country.
Restoration of the system is permitted for construction
In March 2025, a law was passed, according to which a building permit is again required for the construction of apartments. Previously, a simplified notified mode operated. In addition, a law on spatial planning was adopted – it will enter into force immediately after its publication.
A record low rental rate is allowed for new apartments
In the first six months of 2025, only 174 apartments were granted permission or notice in Montenegro — the lowest figure in the last 20 years.
The construction sector grew by 2.7% in 2024
Last year, 1,680 new apartments with a total area of about 98,000 square meters were completed in Montenegro. The total cost of construction amounted to ~ 672 million euros, of which about 345 million were for residential buildings.
Water supply and sewerage project for €22.5 million
EU and EIB Global allocate a grant of 22.5 million euros for the improvement of water supply and wastewater treatment systems in the municipalities of Kolašin, Rožaje and Mojkovac. The coverage is about 30,000 people.
Boulevard Vojislavljević in Podgorica
Construction work has begun on Vojislavljević Boulevard, an important traffic facility that has been waiting for almost ten years. The length of the section is 3.2 km, there will be four traffic lanes, sidewalks, bicycle paths and infrastructure. The cost of the project is ~ 14.5 million euros. Completion — approximately in 18 months.
Cableway Lovchen — Cetyne
The government will allocate 60 million euros from the budget for this project. They plan to speed up the tender process after completing the environmental impact assessment.
